COLA is a non-taxable allowance that is meant to offset the standard of living, to help you purchase things off-base at the same prices on-base. The COLA rate is based on the exchange rate and how many dependents that you have and how long you have been in. It includes the bank charges that you incur on-base, road tax and T.V. license. You may find that the COLA goes up very slowly as the exchange rate goes up but is quick to go down when the exchange rate falls. You can see the current COLA rate here. The COLA is higher at other bases in the U.K. because they do not have the amenities (BX and Commissionary) like you find on RAF Lakenheath and Mildenhall. So in theory the more people shop offbase, the more COLA people should get.
